Devolution – handing powers from Westminster to local government – is going to save England’s neglected regions. At least that’s what the Conservatives say. By 2025, the majority of England will be devolved. But what is devolution and what does it actually mean for the people supposedly taking back control? Moya Lothian-McLean went to the north east, to discover why 20 years after the region voted ‘no’ to devolution the creation of a brand new combined mayoral authority signifies a complete u-turn.
